I'm running WHMCS on my site and I've made some adjustments to improve how it handles a load, but it doesn't take much to hammer the server, drive the load very high, slowing the site down really bad and also resulting in time-outs... (Budget: $30 - $250 USD, Jobs: MySQL, PHP, System Admin, Web Hosting, WHMCS)
